The shank of the bolt plus the tab on the washer is the same width as the cam. So if the cam is 14mm and fits in the lower hole, then it should work with the washer in place if you install them properly. I have a set of the 81260s and they go in the smaller 14mm strut holes on my car, with the tabbed washer, just fine.
With the smaller 12/14mm bolt in the larger 16mm upper hole you have a lot of free play between everything which is not great.
81260 = kca414 = 81305 = 12mm bolt with 14mm cam and they go in the lower hole
81280 = kca416 = 14mm bolt with 16mm cam and they go in the upper hole
