If you are modifying a car to drive it in your own yard, then you can do whatever you like and you can say that nothing is ruined. If you drive it on public roads, then you should be responsible. I'm not sure you are seeing the irony in praising a "civilized" nation that wont allow you to mod your car without government permission.
