What comes first the chicken or the egg? You can't really answer such questions. It is all about what kind of society you want and then you try in a direction, but as you said it is a political discussion so I won't go further.
Just keep in mind that when a factory says that FI would "ruin" a car they have to satisfy also all the different parameters in countries. If they were selling the car in a single country, then things might be much easier ...
