I really wouldn't compare Scion's situation to Carmax. You didn't go to Scion because you wanted a no-haggle car buying experience. You went there because you needed a cheap new car and/or their style appealed to your questionable tastes (the FR-S excepted). The no-haggle policy was rarely going to draw someone over from the Toyota dealership next door or attract them away from the Honda dealership down the road. Since Carmax sells all brands, they'll likely have a car you like if you don't mind the take-it-or-leave-it pricing and would be a lot more likely to pull customers away from other used car dealers.

So since Scion was competing with other new car brands that would negotiate, they had to find a workaround with the trade, add-ons and financing. Carmax doesn't really have to do that.
That makes sense. I wasn't really comparing the two so much as using them as an example of how "no haggle" doesn't really always mean no negotiations.
