I see all kinds of problems with that test.
A: Outside runout means squat, he should have measured the inner grooves.
Even then....
B: More telling would be to see how much play is in the bearing itself. Wiggle the pulley left and right like checking for a bad wheel bearing.
And finally...
C: A comparison to say the stock pulley on the AC compressor would actually tell you how "crap" the delete is.
