With the tabbed washer the other way, your camber adjustment is from zero to positive. The tab sticks out the same amount as the cam so with them pointed toward each other it's like you have a straight bolt.
Small, 14mm cammed bolts go in the lower hole. Larger, 16mm cammed bolts in the upper. Which hole and bolt you are using depends which way it should point.
