What tests are where you live/drive you should better find out locally in your country from friends/relatives/local forums/gov-t sites, especially if so-non-specific Europe is set as your location, which has different member countries with different regulations so others cannot advise you anything specific even if they live in same (unknown) country where you do :P.
Here in Latvia (also EU state) we have - for new cars first inspection is in two years, then - each year. Emissions are checked both at exhaust & for made after 2012.01 vehicles also via OBD2. You won't fool actual emissions check with fully catless without at least one cat (if stock and with warm engine, most often is sufficient, but with if single cat left is highflow one, passing rate varies), and depending on inspectors competency, they may see switched off cat readiness checks in tune via OBD check.
O2 lambda sensors are prior and post primary cat in headers. Spacer for 2nd sensor may increase chance for fooling ecu tune with cat readiness checks still enabled but is not sure way to do that, just reducing chances for CEL to appear. And of course spacers won't do a thing for actual emissions test at tip of exhaust. It's possible also that visual check might be performed aswell. Your best bet to pass for sure is to bolt back for inspection stock header with stock cat & flash back stock tune.
