Well, first off, there doesn't appear to be any "HUT" in California. That's a North Carolina thing that you seem to have assumed other states have. California has a sales and use tax, which is not the same thing as NC's HUT.

Second, there is no 12% tax on out of state residents buying used cars in private transactions and transporting them back to their own states for registration and use there. You said one of the reasons you wouldn't buy the guy's car is because you would have to pay a 12% California tax. You wouldn't. There's no such tax due for you, and even if there were, there's nothing stopping you from picking up the car and driving away in it without paying it.

And nothing in what you posted indicates otherwise.

What does it say at the top of that image? You're not registering the car in California. You're driving away in it to register it in North Carolina. That image is almost entirely irrelevant to your transaction.
