Height and camber make a difference. The toe arm mounts to the top of the rear hub/spindle assembly, so rocking the spindle in or out(camber) will change toe. If you go with a ton of drop with camber correction you can run out of adjustment on the factory toe arms. On the front the tie rods mount low on the spindle so the effect is not as great, but is still there.
The only reason I bothered to run LCAs and toe arms is I track my car and wanted to make sure I could dial it in exactly as I wanted.
