That looks like play between the strut shoulder, spring perch, and top mount.
So, remove the spring for a second, and stack everything on the strut the way it's supposed to go, snug the top bolt down. Is there any play or movement with the bearing, adapter, and spring perch? If so you need an extra spacer or something in there.
