Yep. It can be a minefield!
Anything that could "vex" somebody can be harassment now. And since "vex" means anything from mild irritation up to outright anger that is pretty broad. The other fun part of this is that the person that is receiving any of those things doesn't have to be "vexed" by them. It could be somebody else that has nothing to do with that could feel harassed. Some person watching a guy at a gym look at the girls could claim that they themselves are being harassed by the action since it bothers them. Even if the girls being looked at it love it.
