A couple of years ago there was a post about the low airflow out of the lower vents. If you get down there you'll see that it's a small opening and the air needs to blow over a bunch of parts, the cold coming through the tunnel is significant too and really cools the footwells. When it's super cold if you're on a long highway trip it's pretty much impossible to keep your feet warm. I've done a couple of long trips when it's in the single digits and it just plain sucks trying to keep my lower legs and feet comfortable.
