Because our doors are pillar-less, the window glass moves down half an inch when you open the door (to clear the seal), and then moves up by the same amount when you shut the door. This allows the window glass to "seat" inside the window seal when the door is closed, making it harder to break in to the car (old cars with pillarless doors were way easier to break into because you could just pull the window out enough to get a slim jim in there, which is why this features exists now).
If there is ice on the window near the bottom seal, and the glass is frozen, the glass will not be able to move down as intended when you open the door. This confuses the window motor, because it detects the resistance, and it goes into "panic mode", most likely to prevent any damage to the window motor/regulator. When this happens, you will notice the backlighting on your window switch on the driver's door will be flashing, and the window will not move up again automatically as it normally would when you shut the door. Doing the window "reset" trick just resets the window settings back to normal again. It's not that the car has "unlearned" or "forgotten" anything; it just pops into that mode when it detects too much resistance on the window glass, to avoid damaging any window motor components.

It has little to do with security and won't slow down somebody opening it by 1/2 a second. A screw driver will pull it out just as fast as fingers. Even framed windows won't slow down somebody that that knows what they are doing. It took CAA 22 seconds to get into my wife's Impreza by just using a wedge to pop the window frame out a bit.
The reason that they go up and down is simply so that they don't smack full force against the seal every time you close the door and to make a better seal. Used to have nothing but problems with the old frame less windows since closing the door would eventually actually cut the seal. I like the feature myself.
