If the windows get stuck because they are frozen it can cause your problem #2. If that's the case, apply a lot a silicon spray on the rubbers and bottom of window.
But if the windows don't get frozen, it sounds like a battery/ECU problem.
Bad battery, or bad battery/ground connection.
Throttle re-learning usually occur when you unplug the battery (ECU lose power).
