I have to think at full cold with no AC the air is warm just because of how much heat our engines generate. I've noticed if I'm in motion the air will cool a few degrees, but still not comfortable, and once I stop it gets hot again as the ventilation sucks in hot air bleeding out from under the hood. When I first start the car and it isn't warm yet, I can get pretty chilly air from the vents, but once the car gets warm there is a notable change in the air temp from the vents, and even more of a change once you've stopped moving. Forces me to use the AC more often, as I'm not much of a window-open driver unless I'm autocrossing.
As for heat during the cold months, though, I really can't complain. I quickly reach a point where I have to lower the temp setting to keep from getting way too hot in the cabin.
