Downshifting and upshifting in an MT is part of the involvement or driving experience if you may, but the way you talk, it sounds like you drive an AT or almost would prefer an AT with paddles, which there is nothing wrong with that, but sitting at 4k for power, isn't really where you want to be first off, you'd want to be higher than that, and secondly there is a lot of satisfaction (at least for myself) when blipping from like 3k to 5k RPM's and doing those hard shifts.

Shifting is definitely fun, just not in typical NYC highway traffic. I'd be constantly jumping between 3rd and 4th if I tried to keep cruising RPMs low. Its a pain in the ass.
And jesus, yes exactly 4k rpm is right in the torque dip, but I'm not holding my car exactly at 4k.
When I actually get farther away from the city, even just to Long Island, I cruise in 4th or 5th and downshift when I need it. But this isnt the case most of the time in NYC. The only times the highways are really clear are early mornings (<6AM) and late nights (>12AM).
My point is most of the time I'm driving over 4k rpm anyway, so to answer the OP's question, I don't think its a big deal.

Is it harsh to be above 4k RPM? No. Is it safe for prolonged periods? Yes. Should speed be limited? Adjust for traffic and drive at whatever is safe in that sense.
