This is after full warmup and compared to full blast of hot air for upper air alone, the lower heat alone is about 23 degrees celcius at most (room temperature) and at least half as weak in blowing the air out.

Maybe the lower vent isn't being opened up all the way......
Have you been messen around under the dash lately ..??
