$169 for it, just plugs into the OBD2 port (quite discrete) and you get 10 second updates in real time for $30/month.
I don't think you can even DIY a solution cheaper/better than that because for real time reporting you will at least need a cellular connection (presumably location data is sent via txt message through an SMS gateway), and a txt messaging plan capable of sending a couple hundred thousand txt's per month (every 10seconds adds up!)...
$30/month actually seems pretty reasonable.
