Decades ago they didn't have strict laws like now.
The issues is for the first 1-2 years (depending on the size of the child) you must by law have the baby seat rear facing. That leaves zero room for my wife and there is no room behind my drivers seat for her to sit in.
Afterwards, a front facing seat still leads to issues such as not being comfortable to access the child. Sure others do it, but I don't want to deal with the hassle personally.
