This seems like you're trying to lure me into a semantics rabbit hole, so I will save us both some time.
Unless someone can make the case that oil coolers are inherently unsafe or create a competitive advantage and by extension, added expense, I probably won't find a legalistic-wording angle persuasive.
I understand the need for the strict "if the rules don't say you can, you can't" philosophy, but I like a rule that says "you can" have an engine oil cooler. (i would like the rules to say that all classes "can".) -Same goes for finned diff covers. (& diff coolers)
