I can confirm that the kit you pictured is exactly what you need. Even before the refresh in 2017, all FR-S models did not come with the fog lights and needed to be added.

As per your pictures, you will be missing the button for the fog lights, but the kit will allow you to replace the panel to accommodate the additional switch/button. Once you get the kit, any good aftermarket shop or a reputable Toyota dealer will be able to easily install for you - it's all made for the car, so there will be no issues.

Since you are in Canada like me, order from the Canadian version of the site ft86motorsports.com. You won't pay for any shipping fees, and prices are in CAD, so it works out cheaper.
