It sounds like you did get track pads, as they usually have a higher working temperature range to achieve their rated friction value. Our street / track hybrid SPP 3.0 pads, for example, have a 100 - 500°C working temperature range, so from 0 - 100°C, they might only have a μ value of 0.30, but once they reach 100°C and above they'll be in the ~0.37-0.44 range.
