Your answer is on page 12, section #1. It's a good idea to know the laws prior to going in.

I've read that guide start to finish however in section 1 on page 13 where it lists catalytic converters it says reject if;
- cracked, perforated or leaking
- patched in any manner that is not
consistent with industry standard

Neither of these say reject if missing as per the muffler section so as far as I can see there is no issue with removing the cat as long as it is done properly
