No. The engine bay on my 2013 FR-S looks brand spanken new (it lives here in pristine Washington).

I'll agree with the above posters, I'd suggest you just clean them up and spray them with a rust inhibitor.

It's most likely just surface rust and won't affect the function of the part - not in your lifetime.
