I would tackle this project by first removing the bumper.
From there, you've got to find a point to anchor it.
You could start by either finding a bolt that threads into the stock tow hook point, bolting it in, and threading it through the bumper hole. Then, I'd put painters tape on your tow hook cover cap thing, and dremel a slot in it.
If this sounds confusing or difficult, I wouldn't attempt this project.
