What's most important to you? What will local laws and regs let you get away with? As i understand Cali is a nazi state as far as car modifications and emissions is concerned so you may be limited.
First thing I did was to address the lack of power and power dip. Intake/header/exhaust/tune. Intake is probably the least important of that group, but there's power to be had there. the catback exhaust doesn't do much for power. The cats do rob a lot of power. Tune does a lot. Read this post by Steve99- he knows everything
