If it wasn't a rocker arm, it is likely your cracked valve cover came from someone getting sealant into a "blind hole" of a valve cover bolt.

When the bolt was tightened, it created enough hydraulic pressure to snap off a chunk of the back side behind the end of the hole.

That part was eventually picked up by the cam and pushed through the valve cover.
