If it is just on the surface (which it seems) just get some light rubbing compound and see if it will buff off. If you clear coated over it then break out the sand paper and start again. You may be able to cut through the clear coat with a light wet sandpaper or better yet go to a craft or hobby shop and pick up a set of progressively finer sanding sticks. They would have the side benefit of levelling out your touch up a bit. Just take it slow and gentle.
