If the roads suck, then it is not the best decision to fit a 18 inch rim. You need more tire on the sides and a bit softer (e.g. a touring tire), that will work together with the suspension. Additionally, your suspension will not be able to handle the 18x8 or 18x8.5 width and you'll need to change also the suspension. If you want definitely a 18 rim, then try to stay at most with a 7.5 width ...
