Definitely have to commit and forcefully pass or avoid others as they will take any move as antagonism or challenge. Best to just avoid anything remotely resembling a challenge and have fun by yourself when you can. It's also fun to occasionally slip by 'em without their knowing although that can sometimes be dangerous too.
As for people driving in the middle of the road, that's just lack of consideration for the rest of the world. I live in a very old neighborhood with narrow streets and I'm very good at weaving in and out around parked cars and pulling over at stop signs so others will have room. My biggest problem is folks coming from the opposite direction stopping unnecessarily when they could easily go around a parked car before we meet. A quick move is usually better than no move at all.
