That is correct. But a skilled driver will have no difficulty getting by in winter with the newest all season or all weather tires. What needs to be kept in mind here is how bad full on winter tires are on bare road, especially if it isn't really cold out. You need to try the latest the tire companies are building. Braking performance of studless winter tires on bare pavement is very poor. Just for example.

Tires are a compromise no matter what. For many of us living in colder climates the new all season tires are just right.
