The imobilser is a separate box to engine ecu.



Engine ecu is easy to swap out imobilier is more difficult

Theor is a set of modules in the car that form a security set and this includes at least the dash cluster, imobiliser module and the engine ecu plus rfid chips in keys.

Without a working key your in a bit of strife , your likely going to have to aquire a key barrel keys and eecurity module complete set or at a minimum the imobilser module from a donor car.

If you swap out any of the modules in the security set then car wont start unless you go through a specific proceedure to sync in each new module into car. Swaping multiple modules at one is an unknown

Pm me and i can link you to the toyota service manuals, but you likely going to need parts and toyota techstream and possibly dealer help to recode modules, some locksmiths may be able to asist but not sure with no keys
