nevermind, figured it out.

this is the harness from the oem 2017 steering wheel:


the wires in the blue loom are for the audio controls. the bottom (blue wire) is for the horn, and the remaining loom is for the cruise control.

the black connector included in the works bell kit is the correct plug for the 2017 clock spring (for the 86, at least). however, it is pinned incorrectly. the top left pin in this photo needs to move down to the bottom left pin slot:



once repinned, the horn worked just fine. as many of the other diy's mention, some horn buttons ground themselves such as the vertex seven star i installed. hook up the single repinned spade connector and everything should work.

p.s. aside from the connector, the install is almost identical for removing the airbag off the 2017 steering wheel. however, instead of visible holes to release the pins/clips for the airbag, there are two side covers on the steering wheel itself that can be removed with a flathead to gain access to the pins/clips.
