Fronts fit. Rears will be very very tight or won't fit(depending on tire/suspension compression), at the very least it will rub the bumper tabs. Get the same offsets front and rear so you can rotate tires and just get a small 3mm spacer if you want to change the look up. Chances are the +38 and +31 has the same face, the +31 just has more back pad.
+38 will also poke a good 1/2inch maybe more without added camber. 9.5's do not fit well on stock suspension no matter the offset. It either pokes a lot or is really close to the suspension.
Any particular reason you want 9.5's? I'd suggest 8.5 or 9 on stock suspension and it would fit 245 tires better.
What wheel is it?
