It will easily clear the perch, the problem is the spacers would push the wheels too far out and it won't clear the fenders. +34 to +40 is preferred offset for 9.5 wheels.
+25/+23 you will be about 10-12mm off. It'll poke about an inch and it'll be dangerously close to the fenders. It would need 3-4++ camber which is not easy with camber bolts.
