This angers me! But make his insurance pay for the damages! Especially if you have the incident on video.
I'm about to get my front bumper resurfaced, if your bumper is still in one piece (which it looks like it might not be), you can probably have a shop strip the clear, sand the damaged sections, paint, blend, and re-clear. If you have to replace the bumper, go OEM. It's only a $40-50 difference compared to aftermarket if I recall.
See if you can polish out the fender damage and go the PDR route before considering replacing the fender.
I was quoted $900 for a new bumper painted, blended, and installed.
I would guess a side fender would be ~$600 - 700 to also do the above.
