Cars that tend to be modded certainly are targeted.
I guess the idea is that only people who really care about their cars are going to go to the effort of modding and then paying for certification on top. But in reality a lot of people just pay the fines, removed the mods for the roadworthy and put them back on afterwards. To me that really seems like a hassle and with the rising use of automatic number plate recognition, I think these people will find themselves being pulled over more and more often so it's probably best to get something that's modplated.
