The word build itself would entail that the owner would have to have an end goal and aspiration for what the car can be. No one builds without a plan for example.
I wouldn't call my car a build, because I don't really have an end goal. I just chuck parts on that I think might make me go faster. You can tell a 'built' car, even if it is just cosmetic bolt ons because the attention to detail is there and the whole car delivers on the original vision.
