Max throttle opening...

Hey guys, figured this might be an appropriate place to post this question. I've recently installed a P3 Gauge on my 100% factory tune FR-s and noticed my throttle position never reads higher than 90%, all the way to redline in any gear with foot buried in the carpet.

I know from working with throttle cable / TPS cars it's really about sensor voltage and on my Vette proper TPS WOT resistance actually reads as 96.4% open when scanning. So I understand there could be some variation but does 90% sound low? With drive by wire, would that be holding back top end power? It would definitely explain why the car struggles to make 120mph even on a track as big as Poconos.
