There is a statistically significant possibility that a shim is out of tolerance. Even if it's tiny, I strongly advise the measure-twice-cut-once approach.
At least measure a few to verify the calibration of your micrometer. That way, when you find something odd the second time measuring the valve lash, you'll know you can trust the micrometer.
If I haven't done a process at least a few times I tend to go overboard.
