Sort of out of my realm but when I do use paper on my kits (seatbelts, tarps, etc) I use a good quality glue stick. Not instant but will hold well enough while I adjust and once fully dry things stay put. Stay away from white glue or anything too liquid or else you end up with something that looks like it crashed because of all the waves that will result.
