Well, I think I can. I hit the power button and it turns off. If you hold the power button down, the unit stays on but the screen goes blank (a feature that I really like for night driving).
But I guess it could still be on, who knows.
I know when turning mine on or off, there's about ten or twelve seconds of lag. I've learned to hit the button and just wait; used to I'd hit the button, think I didn't press the button good enough, then press it again. Then it'd finally turn off then turn right back on because I hit it twice.
