I've been leaning towards the JRSC C38 kit over the Edelbrock kit. Hoping to get some more advice before I take the plunge.

Right now the car has stock header/cats and an Invidia N1 catback. I'd like to leave the cats intact for as long as possible as I build the car.

Questions
1. To get to Step 2, what would be the best choice of mods?
2. Can I do a flex fuel kit with the base SC kit with no other supporting mods (like injectors/fuel pump)? I know I'd need a new tune, obviously.
3. If I went with the standard HBP (not the RS pulley) and a C38, it sounds like (from my reading of the forums) that I would need better fuel (93 or E85). In conjunction with this, I believe I would also need bigger injectors/fuel pump. Is this correct? What power level would this put me at, and would I still be at a safe power level for the stock internals (~330 whp or less?)
4. I've never built an engine before, and I'm not going to that extreme until a few years from now... but ballpark figures here... how much should I expect to pay to build the engine to hold ~400 whp? I got a quote from a local shop for $8800 installed, but that was for a full race engine - I am sure there are cheaper options out there, but for now I'm just trying to get an idea for what I'm getting myself into .
Bumping this post, hoping someone can chime in. I just finished reading all 276 pages of this thread, and now definitely feel more educated.

With regards to e85 or HBP, seems as though I will definitely need to upgrade the injectors and fuel pump. This answers #2 and #3 above.

My biggest hesitation is deciding between c30 and c38... The biggest reason I am leaning towards the c38 is to leave the door open for big power down the road. But, if I only ever run the CARB tube or a flex fuel and/or HBP setup, would I ever regret the c38? In other words, when does going for the c38 pay off?
