It will still offer greater heat rejection than the OEM radiator.
However, the fans not being on a shroud does reduce cooling efficiency at low vehicle air speeds. The good news is that the engine doesn't have large cooling requirements at these low air speeds typically (engine idling doesn't put a lot of heat into the cooling system), so the fans do their job and keep the engine cool without a shroud.
