Different flow rates and noises associated with the increase/decrease in flow rates. Typical OEM system where noise is paramount... the lower noise fan kicks on first and the higher flowing/noise-producing fan kicks on if the low noise fan cannot cool the radiator. There is also some logic thrown in there with regards to the a/c system and when each fan kicks on, but that is beyond my scope of understanding.
