Not entirely accurate, at least in the US. They also pay an annual Federal "Heavy Highway Use Tax" on vehicles over a certain weight.
There is also an IFTA fuel tax that is paid either quarterly or at the pump on vehicles over 3 axles. That ranges (based on state) from $0.11 to as much as $0.50 per gallon additional to the standard road taxes.
There may be others, those are just the two I'm familiar with having looked at it in the past.
In the end they are still paying more than electrics that are getting a free ride at the moment.
