Are you by any chance using one of those cheap flasher modules (for avoiding hyperflashing with LED bulbs)? If so, try putting the stock flasher back in.
Nonsense you say? When I first put LED bulbs and a cheap flasher, with everything off other than the hazards, I heard weird sound with something on the dash lighting up dimly. I'm thinking it was maybe the fuel pump. I immediately took that garbage out and picked up a Tap-turn module (Canadian).
I opened up the cheap flasher module and found 9V relays in it. Garbage. In the end, there's really no reason to use one. You can just mod the stock one to work with LEDs. See
