^I think it's an increase of over 20 cents. Massive increase, if you think about it.

Cows do give off a large amount of methane, which as a greenhouse gas is 30 times stronger than CO2, however some people are ignorant (or conveniently leave out) of the fact that humans have laid waste to and driven to extinction lots of large mammals (which also emitted CH4). American bison used to number over 100,000,000 before the white Americans butchered (almost all of) them.

They are also running about 50% diesel ownership as opposed to our single digit rate of ownership or whatever tiny number it is, which is why you don't see this sort of an effect over here.

In reality, these large particles are less harmful than the smaller ones we aren't seeing that come from both gasoline and diesel tailpipes. They're still disgusting though, and they're not exactly good. I could see banning them based on that alone, with an exemption for heavy trucking.
I hate to be the one to explain this, but particulate pollution, like what you can get from diesel exhaust, especially outside of the US (which has the strictest standard), is by far considerably worse than as you put it, the smaller emission compounds we're not seeing. There are proven direct links connecting particulate pollution to respiratory ailments and cancer. Meanwhile a properly functioning modern gasoline powered automobile emits CO2, water vapor and trace amounts of CO - none of which are harmful to humans.
