Real protests are even more fun... I got pulled into one years ago at a regional event (tires weren't legal). It's why I'm annoying about pointing out things that may not be legal, the process is brutal.
At this point you've established enough reason to warrant your confidence, whether everyone agrees or not. You've also stated you're open to being proven wrong if it comes to that.
I admit, if the lip is in the performance catalog, I wouldn't be running it myself (as I read it, even an oil filter in that catalog might run afoul of the rules)... And it does look great.
edit: I keep interpreting the phrase "This does not allow..." differently every time I read that line, but I think I may be settling on the side of there being a missing 'only' in that (i.e. parts allowable elsewhere and also in the performance catalog are allowed; parts
only available through the performance catalog are not.) Which is where you are. Yay for ever-so-slightly ambiguous wording.
