I have a similar experience. My quick guess is that it's related to the location of the ambient/interior temperature sensor. If it's not in an area around where the heat is blowing, it's likely that the system will [over]compensate (I haven't bothered to look for it). In a previous car, I set the temp around 72 and never really had to change it. In this, I'm anywhere from 62-68 to keep a similar feeling. The interior is small here, too, so small temperature changes may affect the sensor(s) as well (?).
